whats the best 1080p lcd monitor for under 200 bucks?

Ouch! $200 is gonna be a limited budget for a monitor, of any size, with a HDMI input.

Number one, any computer monitor is capable of supporting the 1080p resolution, its the HDMI input that is a higher end feature at this point, I think you're gonna be a lot more likely to pick up a monitor under $200 with VGA inputs and get the Xbox 360 VGA output connector. The quality will still be excellent compared to composite connections on a TV.
I did this myself with an OLD CRT monitor for a while before I could afford and HDTV.
