Well I don't think there is any sort of "legal" requirement, though there certainly are some guidlines it would be a good idea to follow to make sure your ferret is comfortable.
Ferrets like to explore and get bored easily. The general rule is to buy the biggest cage you can afford, with the most levels you can find.
The MINIMUM for ONE ferret, is about 24" x 24" x 36". You could likely get away with a 1 level cage for 1 ferret, as long as they are allowed out frequently
2 ferrets could fit in that same cage, but you'd want to look for one with 2 levels, and I'd still want to give them as much playtime out as possible.
Ferretnation cages are regarded as some of the best - they're big, lots of levels, and easy to clean, plus they are popular so it's easy to find cage accessories.
No matter the size of the cage, your ferret still needs AT MINIMUM 3 hours out of the cage a day to play around your house.
For 1-2 ferrets, i'd suggest the one on the left at MINIMUM. Get a larger one if you can afford it. I wouldn't put more than 2 ferrets in that cage.
For 3-4 ferrets, you'd need the larger cage on the right, or they wouldn't have nearly enough room. I wouldn't put any more than 4 in that cage.

You can get these cages off petsmart or almost any website selling ferret supplies. Please get the larger one if you can, the smaller one is rather small in my opinion.
If you have more than 4, your going to need multiple cages, or a VERY large enclosure. These are the biggest I've seen, so something custom made might be more appropriate. Luckily, ferrets are very social animals and get along well. It's NEVER a good idea to house one ferret alone, as they do suffer from separation anxiety. So if you had 3, it would be better to have all 3 together in a slightly smaller cage than to split them up 2 and 1.. it wouldn't be the best situation and they really should have a larger cage, but it's better to be squished than to be lonely.
