If it's interesting enough, the article writers of Inc.com and maybe a few others will write something.
What challenges has she faced that she's been able to overcome to keep her business open, better yet got her business growing even in this economy?
Think anything that is helpful to other business owners and entrepreneurs like her...then you may have something. If nothing more at least get an announcement out to your local paper about her store to let the public know she exists, and then use that as a means to introduce her business to the market the business is looking to serve.
PR can be a great way to really get known, but it can't be "spammy". It has to be interesting to the readers. Figure out what's interesting to them and with out reaching to hard, get a Press release out that will get their attention and get them to engage the business.

M$I agree with Michael, a press release is a good way of starting the ball rolling.
Another way of doing it is getting in touch with the advertising department of the Inc magazine and ask to place what is called an "advertorial". Sometimes they are written up for you, sometimes you can write them yourself. Just ask.
Advertorials can be full page, half page, even quarter page if you like and they are marked as such. They are an advert but in the style of an article. And you are allowed to include business details like address, phone, mobile, website, blog etc., etc. whatever you like.
I find that advertorials give any new business a really good boost and they are well worth their money.
