The relationship between the United States and the Soviet Union had really broken down at that point, many countries in Eastern Europe had become communist states and the US was worried that Turkey, Greece, and possibly Iran could follow suit. This prompted Truman to go to congress and ask for 400 billion dollars worth of aid to both the Greek and Turkish Governments and support the dispatch of American civilian and military personnel and equipment to the region.
