According to the US News and World Report college rankings for 2010, the best school for an undergraduate engineering degree is MIT. Tied for second are Stanford University and University of California at Berkeley. Fourth is California Institute of Technology, and tied for fifth are Georgia Institute of Technology and University of Illinois Urbana Champaign.
However, every school has different research specialties, and all of the schools listed above are large. Some students may want to attend a specific school because of it's research programs, others may want a smaller school with more individualized attention. Students who want a degree in a more specialized area will want to find a school that supports that area.
I received my own undergraduate degree in mechanical engineering from Worcester Polytechnic Institute, which I would highly recommend for it's project-based curriculum. It is a smaller school that is completely focused on technical education, as opposed to a larger school with a college of engineering within it.
