If I had a baby that refused to grow any hair in the first year, I would honor that baby by giving him the 'Donald combover'.
As with applying any hair to skin, I would use spirit gum. It has been used in theatre industry for many years.

*please note that spirit gum can cause crying and rashes on babies!
(please don't use any glue with the word 'super' in it)
