Currently there is a treaty called the Kyoto Protocol where the large industrial nations have set goals to lower the pollution that they are contributing to the globe.

By taxing I wonder if you mean "Carbon Tax" which is a way governments are trying to put a price emissions. This generally effects large companies more than regular citizens but it's a way to encourage companies to start being innovative in the way they produce.
