I would buy Citi or AIG or Morgan Stanley. I don't think the government will allow any of these to fail and the first two are almost penny stocks. I have been following Morgan Stanley since the first week of Oct, 2008 and it is actually up almost a dollar. Try to find another financial like that.

If you are going to need all your money back in six months. Do not, Do not, Do not - buy any thing more risky than a CD.

March 2009 was not a down market. The best group of stocks still in a bull market from then are the emerging markets.
