The infection in Dead Rising was started by Carlito Keyes, the man you meet in the beginning of the game as you touch down at the mall rooftop. Carlito released a swarm of wasps which can turn humans into zombies by stinging. The reason Carlito did this was for vengeance after the company responsible for creating these killer wasps accidentally had one of its queen wasps escape and infect the whole of Santa Cabeza, Carlito's hometown. Carlito infected people in the mall and blackmailed Dr. Russell Barnaby, the person whose research created these wasps, into coming to the mall to be killed and eaten by the zombies
In Dead Rising 2, the zombie epidemic seems to have spread all throughout the US. This may be from what Frank West discovered in the previous game about Carlito secretly hiding infected children all across the country. This was called the “Ticking Time Bomb” plan by Frank.
