Yikes! I would stay away from that salon, simply because if they don't care about smaller things like scissors, imagine what else they might be neglecting to sanitize. This can be a serious violation if they go on all day in the same manner.
Look up DOH, or Department of Health in your city. In New York we have a hotline, simply 311, for all city issues, and many cities have the same service. If your city doesn't have that, you'll find the DOH by going online and entering your city or county name dot gov (.gov). They will probably have a FAQs page telling you how to anonymously report it. Then an inspector will visit the salon unannounced, and take appropriate action.
