Blues is a kind of Jazz. It's like the question, "What's the difference between a rose and a flower."

Blues is a kind of form, with various, even numerous variations. Blues is specifically characterized by certain chord progressions. You'll hear people talk about the twelve-bar blues etc. No matter what the style is, though, R&B, Rock or whatever, if it has a Blues progression it is technically a Blues.
