Because her parents were alcoholics!!!! Oxana's alcoholic parents were unable to care for her. They lived in a very ghetto area where there were a lot of dogs. And she frew up in a dog kernal where she learned to growl and act like a dog!
When she was discovered, she was unable to speak, and even to this day she is unable to mix into normal society, even though she has grasped the basics of human speech.

I had to vote NBA as this answer is disjointed and the majority of it (the first paragraph) is taken up with points that don't answer the question.
