What program do they use to make the Dead Rising cutscenes?
And is this program available for public use?

Dead Rising was built ground up using the MT Framework, Capcom's proprietary next gen engine built specifically for the seventh generation of consoles (Xbox 360 and PS3), so it’s easy to say that the cutscenes were most likely created with this engine as well since most, if not all MT Framework games by Capcom contained real time cutscenes (no prerendered FMVs like other games).
Being proprietary means that it isn't available for public use. I don't even think Capcom licenses this engine to other developers like Epic does with their widely used Unreal Engine (even other games like Dark Void which is under Capcom's wing, but developed by other people used a different engine).
Almost all of Capcom's main games for the 360 and PS3 use this engine so it’s safe to say that the game cutscenes on those are real-time as well and not built using something else.
