President Obama is trying to control the explosive growth in deficit spending he had to embark on to address the Great Recession (as pundits like to call the current financial crisis). To do this, one of his tactics was to avoid any increase in discretionary spending (excepting some items such as defense spending). Thus, it is not so much that he's planning to spend the savings from this program somewhere else, as much as that he already is spending so much more than the government's revenues are, that by reducing this item, the red ink is slightly less.
One thing to also keep in mind is that the budget levels at NASA would not truly have supported the ambitious targets set in place e.g. by former President G.W. Bush, of going back to the moon as a first step toward sending a manned mission to Mars. That was proclaimed as the target, but the funding was never put in place to allow it to be achieved in any quasi-practical timeline.

I think based on the current economic climate across the world, Space explorations beyond ISS would need an international consortium like the ISS itself. No single country can afford such ambitious projects any more.

"Yes, as we evolve into a Type 1 civilization, (provided we survive the transition from Type 0), we need to have have a HQ for the entire human civilization. So I agree that it will be either NYC or the Hague for now, but could eventually select the final one in the Asian continent.
