I found a website that said Heifer Internation puts forth "seventy-five percent of expenses going toward programmatic operations". However, that's a pretty broad term (programmatic operations) and, sadly, doesn't exactly say how much they spend on animals themselves.
I look forward to seeing if you get any other answers, because I'd love to know what other people find out!

M$According to Charity Watch (http://www.charitywatch.org/toprated.html ) Heifer Project International gets an A- as a charity, among other reasons because it is open about its operations and has shared a great deal of information with Charity Watch. Charity Navigator gives Heifer Project a score of 55.25 and 3 stars out of 4 (see http://www.charitynavigator.org/index.cfm?bay=search.summary&orgid=3809 ). According to CN, 77.5% of funds raised by Heifer International are spent on its program (i.e. buying animals), however, what fraction of that goes to the actual cost of the animals vs. costs for transporting them, having a vet check them, etc. is probably not something anyone outside of the charity would be able to answer. CN quotes the mission statement of Heifer Project as:
