Almost 15% of the US population owned a smartphone in February 2010, if you are to believe Comscore's estimate. The percentage should be nearing or exceeding 20% now with the recent release of video calling double camera smartphones like the iPhone 4 and HTC Evo 4G.

The most recent analysis that I could find is only five days old. 48 Million

According to data from comScore MobiLens, smartphone penetration in the U.S. has grown from 11 percent of mobile subscribers in April 2009 to more than 20 percent in April 2010 -- nearly double in just one year. The total number of smartphone subscribers now totals more than 48 million."
Based on 2009 US Census and 2010 Growth Estimates, aproximately 15-16% of the population owns a smartphone.

To recap - that is just over 48 Million Smartphones / 307-308M+ US Citizens = 15.5-15.6% of people in the US have a smartphone.

According to a report by mobilecommercedaily.com dated May 25, 2010, it was reported that "CTIA data indicates 286 million mobile phone users as of December 2009. Data from comScore in February 2009 showed 17 percent smartphone penetration or approximately 50 million smart phone users."
