What one The Who album gives the best selection of their non-album singles?

I consider myself a pretty good Who fan - I've got all their albums, but the problem is I don't know any of their singles, stuff like "Substitute," "Magic Bus," "The Seeker," "Join Together," even this obscure stuff I've read about like "Zoot Suit" and "Waltz for a Pig."
So the question is: what one Who compilation album gives the most/best non-album tracks (a-sides and b-sides) without too many album tracks in the mix?

I'll always consider "Meaty, Beaty, Big and Bouncy" to be the pinnacle of Who compilations. It really captures the raw emotion and sparkling songwriting of the band in it's earlier days. It covers singles and rare tracks up to when they recorded "Tommy". Every time I listen to it, I get this fantastic reaffirmation that The Who are just as strong a singles band as they are an albums band.

I believe "The Who Sell Out" is the best selection of non-album singles in my opinion. Although it is a bit more obscure, it has the hit single "I Can See For Miles". As a concept album, formatted as a collection of unrelated songs in between fake commercials and public service announcements, I feel like this is The Who at their best. The album purports to be a broadcast by pirate radio station Radio London as part of an ironic theme that was used in the title because The Who were making commercials during that period of their career.
