Potentially 8% of phones sold in 2009 would be GPS enabled.

By reading the ABI research titled "
GPS-enabled Handsets Expected to Bypass the Economic Downturn" you could derive this number. Based off the chart in the article it appears in 2009 the rate could be 8% with it increasing to 19% in 2014.

According to Gartner by the end of 2010 almost 40% of mobile phones will support GPS. These numbers suggest a higher saturation rate than the ABI research, however these numbers are an older projection.
