What Map Database/API is available to make my own GPS Navigation software?
I am looking at making my own GPS navigation software. I have the GPS input data but I need a good set of maps and/or visualization API.
Ideally it would be Google Earth but that does not support offline browsing. Nor can the points of interest be automatically and dynamically updated.
MS Streets and Trips were another option but the functionality is limited.
I am also looking into getting the NAVTEQ software, the people who provide the map data to Google.
I'm willing to spend $10,000 to acquire a developmental set and can spend more for production systems.

Please, please please... make an adequate MS Streets type of application for the Mac :)
This guy here knows his maps. He knows a ton of stuff about GIS importantly, has deeply considered the answer to your question. Navteq is the leader for a reason. Their clear, open API is easy to use.

In short, Navteq makes all of their money from developers and will do anything it takes to help you. Talk to them clearly and honestly (they won't compete) about your plan and they will tell you EXACTLY where to get the resources and what you need to do.
Beyond Navteq, other options depend on your exact requirements. It's difficult but not impossible to use Google Maps, Mapquest and Microsoft Live Maps offline. Also, there is free GIS data available here: http://data.geocomm.com/ and here http://opensourcegis.org/
