None is better than the other perse.
Barcelona has Gaudi, Architecture, Las Ramblas, etc. It is the more touristy of the two.
Madrid is the capital, but is less of a show-off. It has beautiful neighbourhoods surrounding Puerto del Sol, and lots and lots of tapa restaurants.
Madrid is the representation of the 'classical' Spain, where Barcelona is 'different', more modern and more showy.
Plus, if you are a sports-fan: Camp Nou is a million times more impressive to visit a match in :)
