Definitely use TextMate - it's absolutely the best for navigating through your project. It's also the best for its massive community building bundles and different color schemes.
I also like to use CSSEdit for editing CSS because it makes it really easy, but TextMate can also do CSS in a less graphical way.
Finally, and this one isn't for developing, but for learning, iTunes. There's tons of great podcasts about rails, such as Railscasts, and Rails Envy.
