These are two different things. The first is how to start a business. The second is how to be in the business of funding startups.

For the first, it depends where you are. Peter Drucker, Tom Peters or Ken Blanchard are great from a management perspecitve, Think and Grow Rich is the greatest philosophical book. For strategy Michael Porter's work is classic.

For finance, Raising Venture Capital for the Serious Entrepreneur by Dermot Berkery

Also, just do it.
