*First, Preheat oven to 175 degrees C (350 degrees F).
*Combine the flour, baking powder , baking soda and salt in medium bowl. Mix thoroughly

2 sticks unsalted butter
2 1/4 cups bread flour
1 teaspoon kosher salt
1 teaspoon baking soda
1/4 cup sugar

1 egg
1 egg yolk
2 tablespoons milk
1 1/2 teaspoons vanilla extract
2 cups semisweet chocolate chips
Melt butter in medium saucepan on low heat. Sift the flour, salt and baking soda.
Pour the melted butter in a work bowl then add the sugar and brown sugar. Once in the bowl, cream on medium speed. Next, add the egg, yolk, milk and vanilla extract. Mix and then add the flour mixture slowly until the batter is well combined. Stir in the chocolate chips. Chill the dough and add to parchment paper. Bake in a 375 degree preheated oven until golden brown. Check the cookies every 5 minutes and for even browning rotate the baking sheet when checking. Any unused cookies store in an airtight contain to maintain freshness.
