What IS this a picture of? Dead Human Hands? Croco-paws? Chinese bear? Paws caught in the cookie jar?

Those are crocodile claws/feet. Alligator feet tend to be more webbed, narrower in the digits, and with smaller scales. Please see linked images for comparison.

Here is an article about selling crocodile steaks in Singapore, which may provide some context for the image:

If those are dead mammalian hands of some kind, then the owners had a killer case of psoriasis! En masse! It's an epidemic that hits both bears and humans!

Seriously. They're reptilian, so I'm figuring something like iguana...not nearly as dangerous to try to farm as crocs, and probably hard to tell apart.

I'll agree to a compromise, I think they're both. The upper claws appear olive brown, the lower ones appear to be "blackish," suggesting this could be accurately be called a bin of "crocodilian" feet, inclusive of both alligators and crocodiles. Without more detail I don't think we can get a final morphological decision.

"Another physical difference is that crocodiles have a lighter olive brown coloration, while alligators appear blackish. Alligators also prefer freshwater while crocodiles like brackish water and sometimes even ocean."
