It depends on the type of dust and the thickness of the covering.

For most practical purposes, the answer is 1. That is, it provides no advantage at all. A human body simply can't accumulate enough dust to make a noticeably difference.

Pile on a few inches of dust and it can go as high as you want it to. Mud has been used as a kind of primitive sunblock in cultures without Coppertone. It's very effective, if you don't mind being covered in mud.
