This is a bit of a vague question, however I think you're referring to the 'Walled Perimeter' which runs for 19km around the outside of Rome, which were city walls built between 271 and 275 in Rome during the reign of the Roman Emperors Aurelian and Probus

Thanks, I was thinking of the legendary seven hills which were first occupied by small settlements. The denizens of the seven hills began to participate in a series of religious games, which started to bond the groups. The city of Rome, thus, came into being as these separate settlements acted as a group, Now I know that Rome is 19km or 11.806 052 653 miles - @danbeyer22
