I assume you mean birth control to stop the poor from reproducing. If that's the case then I would just point to people like James Brown and Clarence Thomas who grew up in dire poverty and went on to become very successful. Creating jobs and a climate that fosters innovation and individual growth is probably the most effective way to stop the cycle.

Another effective way is education. However, breaking the cycle needs a whole social effeort.
