What is the location and who is the architect of the Korean "swiss cheese" building in this picture?

I put this image into the website www.tineye.com which scoures the internet for similar images. it turned up this webpage that lists it as what you said...kumho asiana model house....this may be the website you are referring to however, but in the future you should try tineye, it's an awesome respource, you can also find out if any of your photos are being used anywhere unexpected on the internet, good luck with your search, hope this helps somewhat.

Unfortunately it's an incomplete answer, but I liked the recommendation for www.tineye.com so much that I've tipped tboz separately.
looks like the building next to it says motorola on it, perhaps that might be a clue to it's location if you can find the korean motorola building

I already tried that without luck. I also tried identifying the tall building in the background on Google Maps, and, while this one looks similar, I don't think it's the same one:
