The reasoning behind eminent domain laws is that the government retains the right to appropriate any property for a "public use" if it decides that this is in the public's best interest. For example, a city may decide that a large housing development on the outskirts of town requires the opening of an additional fire station for protection. If the developer refuses to set land aside for a fire station, the city may use eminent domain to acquire the land from the developer (with appropriate compensation) on the grounds that adequate fire protection is in the residents' best interest.
