It serves food though, and I see the question specifies no food. That's not the normal definition of a bar.
I don't think the no food thing was there when I answered this. So the reason there are no or very few no food straight up bar chains is licensing. It is very hard to get a license in nearly every state,city, or whatever for a bar. It is conversely reasonably easy to get one for a restaurant.

Bars can serve food. What you call them depends upon what their emphasis is. Restaurants serve liquor too, remember. However, these listed chains are restaurants and are mostly for diners.

Bars that have no food at all are generally small, old fashioned places whose customers like them because they are "neighborhood", with local and other character. Chains are almost by definition bland, although perhaps with a superficial theme.
I don't know any national chains that serve only alcohol and no food. I can't even think of a regional chain like that.

That's interesting. I have seen them around but never gone in one. If it works for one chain, I wonder why there are not more? Probably my answer was on track; alcohol and food go together, and places can do better if they sell both.
Coyote Ugly is the only one I can find, too. Not only do they not serve food, you can barely get a drink there unless they drag you up on the bar. At least that was the case last night in the Vegas location.
