M$the first presidential election in Rwanda was won by Grégoire Kayibanda, who's party completedly favored the Hutus. In 1973, Gregoire was replaced after a successful coup by army officers. Juvenal replaced him and became a military dictatorship. He had support from several western countries, especially from France. Juvenal did want Tutsi refugees to come back to Rwanda. He was successful.
On October 1, 1990, Tutsi officers in the Ugandan army let an assault that eventually ended Juvenal's regime. France has sent paratroops to back up the dictator. Before the plane he was in with the head of state of Burundi, Juvenal made peace with the Tutsis at the Arusha Accords in Tanzania. Soon radio broadcasts urge people to do their duty and seek out the Tutsis and Tutsi-sympathizers living among them in their streets or villages. Between April and July in 1994 about 800,000 Rwandans were murdered. Refugees counted at 2 million fled the country with the majority of them Hutus.

In February 2002, Rwandan established the first census to find out the number of deaths of the genocide.

In 2007, there were only a handful of reporters. In 2008, there were hundreds of them to follow the country.
The most powerful rebel commander was captured.
Rwanda and Congo changed from fighting proxy wars to helping each other to get what the other wants. Rwanda wants the genocidal killers to stop attacking. Congo wants autonomy and control of Eastern Congo.
