So the glue on the paper will not have saturated into the Gib or Drywall. This should make it easier to remove.
Steaming is probably the best way to remove it. The Steam will add water and heat to soften the glue and the border should come off. You can often hire a wallpaper steamer from a paint store, equipment hire place, or even some supermarkets - depending on which country and area you are in.
The Steamer will come with directions for painted walls.
