You can use SocialToo.com to follow new followers, and to make sure you're following everyone who has followed you in the past. (You can also un-follow people who are not following you.)

I tried SocialToo before and it didn't work. I'm sure it's because I did something wrong. I'm going to give TweetLater.com a try this time around.

If you mean auto follow people who are following you, then TweetLater.com does the trick. It's simple, you set a rule in your inbox and TweetLater does the rest.
