What is the earliest reference to "the degeneration of today's youth" in history?

Isaac Azimov wrote somewhere, without a citation, that an ancient Egyptian wrote about that in hieroglyph.

In researching your question I came across the following infomration: Richard A. Soloway's book, Demography and Degeneration
Eugenics and the Declining Birthrate in Twentieth-Century Britain
The University of North Carolina Press
Chapel Hill and London
mentions the implications of its differential decline, a response to fears that the "less fit" were reproducing themselves in greater proportions than ever before. The recognition of inverse correlations between fertility and social and economic status long preceded the late Victorian decline in the birthrate.
However, as years passed and world encountered varying eras where the term was used, the 50's (rock & roll) 70's (hippies) and 90's (rap).
