A modem is a hardware device that allows you to connect to the internet. There are several connection methods such as dial up (through a landline phone), cable, or wireless etc.
A router allows you to have several computers share that internet connection that the modem provides. It essentially creates a network between computers whether LAN (local area network) or wireless.
