What is the difference between "cooking butter" and normal butter?

Both are probably the same. But, there is a type of butter called clarified butter or ghee. It is unsalted, and is used in Indian and Pakistani cuisine. Maybe the 'cooking butter' that you are talking about is also unsalted, while the 'normal butter' usually contains come salt. Unsalted butter is also more approprioate for use the making of cakes, icing and so on.
