A promotion is usually part of a campaign. Take a product launch as an example... Your campaign could include a promotion for buy one, get one free to the first 100 customers that come in one day. But your campaign would include a number of other marketing tactics such as street marketing, a new website, PPC or search campaign, or more. The campaign should include all the tactics necessary to meet the goals of that campaign. Promotions are just one piece of a campaign. There are also several types of promotions, but essentially they are still just part of a campaign.
