Coupons are not meant to have a cash value, the point of them is to save you money when you are buying goods or services and the manufacturers or service providers are very competitive with their coupons as they want you to buy their own products, not their rivals.
So if you mean exchanging your Pep Boys coupons for cash without buying any goods, I don't think it would be possible for you to do this anywhere.
