For sniping, scoped Kar98k with .357 pistol, with iron lungs and juggernaut perks plus 2 primary grenades.
For general-purpose shooting, the Russian submachine gun (the one that you get after the Japanese Type 100) is nice, fast rate of fire, low recoil, and one of the perks you get with it is a larger round magazine. You can get a ridiculous rate of fire with Double Tap, or just up the damage with Stopping Power.

From my experience, the Carbine is the best weapon. Once you unlock it obviously. This is situational however. If you like the single shot of a sniper but want an ability to reshoot faster, this would be the weapon for you. Single shot keeps you more unnoticed than an automatic weapon.
Note: Minimal scope range.
If you prefer a larger and a higher capacity of bullets, I would go with the Browning. Not very accurate, but packs the punch of the Hulk, but not green. If using it in short spurts, it can still be used at long range, but no promises there.
