I'd say, first... start a business that works with - instead of against - this economic recession.

Start small and local. Pick something for which you have an aptitude and an enjoyment, because there will be long hours and rough times, and if you're not good at it and don't enjoy it, you'll quit.

Finally, pick something that doesn't require a huge financial investment on your part. This may very well mean that you have to postpone starting the business, or it may mean you have to pick something different, or only do part of your plan.

But by starting small, with real-life customers who will grow to like and trust your business, you lay the foundation for something that could mushroom once times are better.

The best way to start is to just start! Do not think about the time, or if it's a recession, as that's irrelevant to the mission of your business. Make sure you define your business mission first and foremost. First, make sure you have the mindset for the business. Start with writing a business plan
Ask yourself the following questions:

Do you have the personal drive and leadership qualities?
Do you have organizing ability?
Are you psychologically ready to take some risks?
Are you prepared to wait several months or more before you make a profit?
Do you have specific expertise in the business you want to start?
Do you like to think ahead and plan for your future, then work to make it happen?
Do you know what kind of business you would like to start?
Do you know your future customers?
Do you know your competition?
Where will you locate your business?  
Can you save on costs by working out of your home office?
Do you need to employ anyone?
What is your strategy to sell a product or service?
Is your business a service or a product?
Do you have the financial resources, and if not, how will you get the financial resources?
