What is the best way to sound proof a home office (one door and two windows)?

It depends on which sound you want to block. Are you wanting to keep noise out, ie. block noise from the rest of the house, or wanting to keep noise in, ie. your accordion playing is disturbing your housemates?

On the cheap:
1. Add heavy drapes to your windows. New drapes aren't cheap, so maybe an old blanket or a big, thick beach towel. Not enough? Tape more cloth or felt to the glass itself.
2. Add weatherstripping to your door frame. Make sure the gap below the door is completely blocked, either with an actual air-tight door sweep, or one of those cheap draft-blocking tchotkes you can buy from any home and garden catalog. If your door is hollow-core, cover it with a towel or blanket. Best results will come from actually gluing the materials to the door itself, as it's the vibration you want to dampen.
3. Lay down a large rug or carpet if you are on a hard floor (wood, vinyl, concrete).

If you are the one making the noise:
1. Add soundproofing panels/foam to your walls.
2. If you can't afford the "pro" stuff, hang blankets on all the walls. Quilted ones work best, ie. old piano blankets.

Going whole hog: fill your walls (and floor if you are on an upper floor) with soundproofing materials.

Curtains should do the trick for the outside noise. For best effect, make sure they are flush on all sides with the surrounding wall. Sound can bleed up through the top if they are set off from the wall by curtain rods, and will echo throughout the room from your ceiling.

If you wanted natural light, you can try adding foam strips to the glass to dampen the noise from outside. It will look funny, but at least you won't feel like you are living in a cave. I can't tell you how well this might work, as my wife won't allow me to try it. :)

Yeah mainly this is to block sound out from the street and from my two parrots in the other room.
