There are also many different kinds of chili powder available. I've found Ancho chili powder to be more flavorful and slightly less spicy than standard chili powder.

M$2) Light on the chili powder. Add about one fourth as much as you think you need, simmer for at least 20 minutes before you taste. Repeat until you are happy with it. Most people like a little cummin. ( comino )
3) Light on chili powder. Buy some ( 2 or 3 ) fresh jalapenos ( FRESH ) not canned. Wash the jalapenos then split them in half lengthwise. Scrape out all the seeds and white membranes with the point of a spoon. If they burn your eyes or take your breath away do this under running cold water.
Dispose of the scrapings and and dice the remaining jalapenos.
Add a few dices at a time, simmer and taste just like above. You will be surprised at how much jalapeno you can add in this manner without raising the heat level too high. ( Obviously you must use less chili powder if you use the jalapenos. )

You may also keep some peppers in oil for a few days and use the oil (which you can dilute with more oil until you get the right ammount of spice).
