M$Tossing all my toys and things that were out on the bed and told me that anything not put up in it's proper place (not under the bed or on the closet floor) by bedtime where getting thrown in the trash or given to charity.
That's really a last ditch effort kind of thing though. She only had to do it twice before I got the idea and started picking up after myself.

- Nothing under the bed
- All clean clothes - folded, and put away
- The floor vacuumed

(My kids don't get much money, this is 5 weeks worth of allowance, or 1 week of hard labor in the yard.)

M$I think clearly communicating what clean is and HOLDING to that is important. (Setting and holding boundaries are always good to model.)
And (as another answer said) that worked for this parent... saying "If you don't clean it up, *I* will." And when *I* clean up, it's packed up and thrown away or, preferably, given away.
I think that punishment is rarely a good motivator and learning a sense of pride and character for cleaning up is imperative.
