What is the best way to encourage carpooling in the workplace?

Carpooling is better for the environment, reduces traffic and also build up a camaraderie between the employees. However, most workers won't organize this themselves. How can a carpooling program be enacted, and what type of rewards should be given to those who participate?

Personally, I would only be motivated to carpool if there were a financial benefit, or if carpooling would result in some other high-reward benefit.
While there are indeed several 'general' benefits to carpooling, like the environment and traffic reduction, for employees, carpooling is mainly negative: he offers up part of his flexibility and personal freedom when carpooling, while most often, the (financial) savings are to the benefit of the employee.

So, in order to stimulate carpooling, there has to be something 'in it' for the employee, that will make him sacrifice his personal freedom while commuting. This may either be a financial compensation, a time benefit (organize meetings while carpooling, thereby allowing that time to be counted as working time), or some other, company related benefit (free breakfast for carpoolers?)
If you're inventive, I'm sure you can come up with some great ideas. If not, why not ask youe employees what would lure them to carpooling? Ask them what objections they have against carpooling, and try to take those limitations away, and you might have some more carpoolers!
