What is the best way to de-fuzz and de-pill sweaters? And what kinds of sweaters pill the least?

A cheap tool you can use to remove fuzz is this fuzz comb (linked below). There's also a rotary shaver-like device but it's a bit more expensive.

In my experience cashmere pills up least, acrylic most.

There are lots of lint rollers out there will get rid of fuzz, but they wont de-pill.

According to my girlfriend normal disposable shaver will de-pill your sweaters

I have seen in some mail-order catalogs a rotary electric shaver for removing "pills" from sweaters. You might try Walter Drake or Carol Wright. These work like rotary shavers for hair but work on sweaters, etc.
