What is the best way to connect great ideas with great engineers/programmers to help realize the "idea?"

Aside from traditional outsourcing marketplaces like elance, odesk, and guru.com, what are some ways to connect with talented engineers and programmers are the Palo Alto/Menlo Park area to talk about start-up ideas, connect with like-minded folks, and potentially start a company?

1. Twitter might be a good place to start. You can search for results near San Francisco:

Or you can search for programmers on wefollow.com

Another source to find programmers is Twellow, the twitter yellow pages
http://www.twellow.com/

If you know what programming language you want to use, you can search twitter for a specific hashtag, like #java or #php

2. Another way to find programmers is look for user groups.

If you are searching for Java programmers: http://www.cafeaulait.org/usergroups.html has a list of Java user groups.
If you are searching for PHP programmers: http://www.phpusergroups.org/
http://opensource.meetup.com/cities/us/ca/palo_alto/ has a list of open source Meetup groups near Palo Alto.

3. Forums that focus on a specific programming language are also good places to post a message.

4. And at last you could try to find people on IRC channels where programmers come together. IRC is still quite popular among programmers.
