What is the best way to build a Facebook application with limited programming experience? Graphical Tool? Cheap Labor? Help!?!?

The application is extremely basic. All I want it to do is present a screen with 3 text input fields, and have people select which of their friends these 3 input fields associate with.

I.E.
Input 3 restaurants you have been to.
Select which 3 people you've been to ALL OF THESE restaurants with.

I also want to store all inputted options in a database! So, if someone in the future were to input the same restaurant... I could tell that 2 people went to the same restaurant.

I also want to store all the information about the person's facebook profile that they've consented to, and associate them with their answers! That way I could find out what geographic areas people live in that have inputted the same restaurant!

I understand this concept sounds lame, but I've masked the real functionality in this HORRIBLE sounding program.

It depends significantly on your current technical competencies. If you have some inclination towards programming, it is probably best to do it yourself...but if you aren't someone who really wants to write code on their own, if you consider yourself only a big idea person, etc. you might want to look at alternatives - which means outsourcing. This is usually fairly feasible, especially if you have a bit of cash to bankroll the development with. I'd visit odesk.com and scriptlance.com and see if you can't find a developer through one of these services.
