What is the best value cheap color printer?

-Looking for a printer to print flyers, color pictures and the like
-Want it to be as cheap as possible, but reliable

I found it cheaper to take my photos on a USB stick to the FedEx/Kinko's place and print them out there.   They pay the depreciation on the printer, and they pay for maintenance on the printer. 

But if you want to buy a printer: it depends on what you are looking for. Are you looking for an ink based printer, or a laser printer? How much are you looking to print? Often fliers come out much better on laser printers, but ink printers generally do better on photos.  Many ink printers use water based ink, and it will smudge in wet or humid environments.

Ink refills can cost more than a new printer.  Go to the nearest office supply store, (Office Max, Office Depot, Staples, etc.) and look at the printers.  You won't see much difference in quality once you get over 600 dpi.  Its all about paying for supplies.   Compare the prices of ink for the printers, and photo paper.  

The value for the printer will change based on the consumables price over time.  To make sure you are going to have the supplies availablefor along time, buy a brother, cannon, or hp printer.

I have had great experiences with Canon printers. The last one I bought was about $60.00. HP also is a good name and I'm probably going to end up with one in a couple of weeks since they are selling them for $25 when you buy a new laptop. Personally I like the Canons but what the real cost is, is the ink refills. Check the local ink refill places in your area first for their recommendations on refillable cartridges. Office Depot in my neighborhood said that the Canon's cartridges couldn't be refilled, haven't gone to the local Island Inkjet yet, too out of the way for me.

In my experience, it is not the cost of the printer you need to look at but the cost of the cartridges. I got a printer free with my computer--but the cartridges (which I can only get from Dell) are $30 to $40 a pop.
The American Consumer has a GREAT article about this very subject and came up with the following chart on the cost of printers:

So, according to them, I would go with a Kodak printer.

I recommend and use the Canon Pixma MP600. It does everything from printing to scanning, and has color. It's also inexpensive, and does a great job for all in one use.

The good:
Inexpensive; high quality prints; fast print speeds overall, particularly quick with photo printing.

The bottom line:
The Canon Pixma MP600 occupies the sweet spot between quality and price. It's one of our favorite photo all-in-ones for home users.

I have a Lexmark 8300 series all-in-one and it was $199.00. I am a photographer and of all the printers I have had, this one makes the clearest, most colorful pictures and prints.

The cheapest and best printer you can buy would be an HP.

Just to give you an idea this one does it all for only 45 bucks.

A HP 6310 muti-function printer is a good buy. I have a 6210 which is the older model & it works well. Mutli-document sheet fed scanner, fax and copier to boot. I've seen the price I've seen for the 6310 has been $99 to $129 from either office depot or staples.

The best price I've seen for replacement HP ink cartridges are at newegg.com.

The Canon MP620 is by far the best value in a printer in years. For $99 (when on sale), you get a photo-quality inkjet that scans/copys, and supports wifi/ethernet connectivity. Can't beat it.
