It's loud, cheap, casual and full of Chinese people. A general rules in choosing Chinese restaurants is less white folk = better Chinese food.

Get lots of dumplings.

I believe he asked for restaurants in downtown Toronto. Prefacing your answer by stating its irrelevance doesn't help him.
