H.264 is a type of codec. mp4 is the file extension. So, H.264 encoded file can be in the following file extension: avi, mp4, or mkv.
If the original file is 640 x 480 pixles, iPod touch will scale it down to 480 x 320 format. Basically, ensure the video format is scalable to 480 x 320.
